AGA's Certificate of Excellence in Accountability Reporting (CEAR)® Program was established in collaboration with the Chief Financial Officers Council and Office of Management and Budget (OMB), to help federal agencies improve their PARs or AFRs. Learn how your federal agency can participate and demonstrate a commitment to excellence in financial reporting, whether or not your agency is statutorily required to produce a PAR or AFR.

  • The Performance and Accountability Reports (PARs) and Agency Financial Reports (AFRs) are potentially the most important vehicle federal agencies can use to present how they are managing and applying their resources to achieve program results. This session will examine the CEAR program benefits and how it can enhance an agencies’ accountability through the clear and effective presentation of what the agency has accomplished with taxpayer dollars.
