Deputy Chief Financial Officer, U.S. Department of Defense, Comptroller

Doug Glenn began performing the duties of Undersecretary of Defense (Comptroller) CFO on January 20, 2021, after serving a month as Deputy CFO (DCFO). He serves as principal advisor to DoD senior leaders on issues involving the amended CFO Act of 1990 and related financial management reforms. He is responsible for the improvement and sustainment of DoD’s financial policy, systems, audit, reporting, compliance with standards and laws, and best practices in the use of DoD resources. He supports DoD’s ongoing annual financial audits and issue remediation and oversees its internal control programs, improper payment reduction, cost transparency and accounting initiatives, CFO and FM of the Future strategy, CFO data transformation and other reforms toward streamlined financial excellence. Mr. Glenn served as finance director of NASA and as DCFO at DOI and GSA. At DOI, he is proud to have removed all material weaknesses. At GSA, he reduced significant deficiencies from 6 to 2, presented to FASAB on the future of federal financial reporting, and achieved a green rating for the President’s Management Agenda for financial performance after beginning there in red. A native San Diego, he holds a degree in finance from the University of Colorado at Boulder and is a former CPA and CMA. He coauthored procedures in OMB Bulletin No. 07-04, “Audit Requirements for Federal Financial Statements,” co-authored portions of the OMB Circular A-123 Implementation Guide, and in 2008-2010 co-chaired OMB Circular A-136 committees. A member and past president of AGA’s Washington DC Chapter, Mr. Glenn is a Past National President of AGA.
