Dr. Pamela J. Clay is a Senior Financial Workforce Management Specialist in the Financial Workforce Management Division of the Human Capital and Resource Management Directorate, Office of the Under Secretary of Defense (Comptroller). Dr. Clay supports the DoD FM Certification Program and other FM workforce development initiatives. Dr. Clay has over 30 years of civilian service in FM, human capital, and workforce development in various positions within DoD and other federal government agencies. She holds a doctorate in education from The University of Memphis, a master’s degree in education and a bachelor’s degree in accounting from Alabama A&M University and has completed postgraduate work in HR management at The George Washington University.
