Assistant Director for Financial Assistance Oversight, DHS/OCFO/Financial Assistance Policy and Oversight

Nasr has been involved in the Federal financial community for 31 years. In 1986, he began his Federal Government career with HHS/OIG as a Field Auditor. And for the next 19 years, he performed and managed many complex audits of HHS programs and activities, State & Local governments, Indian Tribes, colleges and universities, hospitals and medical clinics, and other non-profit organizations.  

  In 2006 at HHS, Indian Health Services (IHS), Nasr became the Audit Director where he managed IHS’ audit resolution program, performed and managed IHS’ annual internal control review promulgated by OMB Circular A-123, Appendix A, and coordinated all activities associated with the annual CFO financial statements audit for IHS. 
  
In 2009 at the U.S. Department of Education/OCFO, Nasr became the Deputy Director for ED’s Internal Control and Evaluation Group and coordinated agency-wide annual internal control review promulgated by OMB Circular A-123, Appendix A, managed the agency’s Federal Managers Financial Integrity Act program activities; and served as the agency-wide point of contact for Education’s improper payments program. 
  
Since 2011, Nasr has been the Assistant Director for Financial Assistance Oversight within the DHS/OCFO’s Financial Assistance Policy and Oversight Division (FAPO) leading efforts to establish and implement a standardized financial assistance line of business DHS-wide. He also led oversight reviews to evaluate DHS award making components’ compliance with established OMB and DHS policy requirements. 
Nasr serves as the DHS National Single Audit Coordinator providing technical assistance on single audits to DHS grants’ and programs’ officials, grantees, and non-Federal auditors. 
  
Nasr is a Certified Fraud Examiner and a Certified Government Financial Manager.
