Lal Harter CICA

Lal graduated from Virginia Tech with a Bachelors in Accounting and minors in communications and French. Lal has been serving in financial management leadership for over 20 years, moving from private sector to the government financial management community approximately 13 years ago.

Lal started his government financial management career as a local government auditor in Virginia and has performed over 145 audits of governmental and non-profit entities including audits of: State departments, programs, and agencies, community service boards, counties, cities, towns, school divisions, water and sewer authorities, industrial development authorities, and other entities. After his local government audit service, Lal served as the Finance Director and CFO for Pulaski County Public Schools. Lal later moved to Federal Government service as a contractor, working at a number of agencies, including managing audits for three years at USDA's OIG, and is currently serving HUD for Guidehouse.

He is a regular presenter at firm training events and has moderated or presented at numerous AGA local chapter, regional, and national events. He has also held several AGA leadership positions at the chapter, regional and national level and currently serves on the boards of the Washington D.C. and Roanoke Chapters and on the National Council of Chapters (NCC).
