CFO/ Assistant Director of Finance, Facilities and Real Property, FBI

Mr. Richard Haley is the Federal Bureau of Investigation’s (FBI) Chief Financial Officer (CFO) and Assistant Director in charge of the Finance Division. In these positions Mr. Haley is responsible for the oversight and execution of over $8 billion in government funding, including management of all budget, procurement, and accounting operations. Mr. Haley was appointed to these positions in 2008 after serving for three years as the Deputy CFO and Deputy Assistant Director.

In 2014, Mr. Haley also assumed responsibility for management of the FBI’s facilities and real property portfolio. In this capacity, Mr. Haley oversees a global inventory of owned and leased facilities and automotive fleet, and is the FBI’s lead official for the planning of the Bureau’s new multi-billion dollar Headquarters building. Both the financial management and facilities programs provide critical support to the FBI’s National Security and Criminal Investigative missions.

Prior to joining the FBI, Mr. Haley served as the Deputy Budget Director for the Department of Justice, where he was responsible for financial oversight of the Department’s law enforcement and litigation components. Mr. Haley also served as Director of the Business Management Fund at the National Oceanic and Atmospheric Administration (NOAA), Department of Commerce, and as a budget examiner at the former Immigration and Naturalization Service (INS).

Prior to his civilian government career, Mr. Haley served as an Intelligence Officer in the United States Military. He earned a Masters degree in Public Administration and an Undergraduate degree in Political Science and Economics, and is a graduate of the Harvard Business School’s Advanced Management Program. Mr. Haley has received the FBI Director's Award for Excellence in Management, Distinguished Presidential Rank Award, and was named a Federal 100 recipient in 2016.
