Lynn Moaney is the Deputy Chief Financial Officer (DCFO) of the U.S. Department of Agriculture. In this role, she is responsible for overseeing all financial management activities relating to the programs and operations of the Department. She has direct management of over 1300 employees located at the Washington D.C headquarters, New Orleans, LA, Fort Worth, TX, and Kansas City, MO. Prior to this, she served as the Associate Chief Financial Officer over Financial Policy and Planning and was responsible for Department-wide development and implementation of fiscal and travel policy, internal controls, Shared Cost programs, Working Capital Fund, as well as administrative operations. Before coming to USDA, she served as the DCFO at the Federal Communications Commission where she was responsible for the day-to-day management and development of financial systems, budget, financial statements and policy and procedures that affect financial operations. Ms. Moaney has over 30 years experience and a proven record of leading organizational initiatives. She has been recognized as a Fed100 award recipient and FedScoop 50 nominee for being a trailblazer and innovator in the area of Robotics Process Automation and continues to be a champion that build bridges for automation between IT, Finance and other Administrative/Program communities. Ms. Moaney received her Bachelor’s degree from Howard University and is a graduate of the Federal Executive Institute.
