Dr. Sid Evans leads manpower management efforts for DHS, including staffing requirements determination and documentation, organizational structure, and program/budget integration. A retired Air Force colonel, he has nearly 40 years of manpower/human capital experience in the Office of the Secretary of Defense, at multiple joint and Air Force organizations, as a senior associate with Booz Allen Hamilton, and as workforce planning chief for both DHS Customs and Border Protection and DHS Headquarters. Dr. Evans earned a BS degree from Mississippi State University, an MBA from the University of Texas, and a DM with concentration in IT from the University of Phoenix.
