Catherine Hicks

Ms. Catherine B. Hicks, CPA, is the Branch Chief of the Fiscal Accountability Branch for Field Based Operations within the FEMA Office of the Chief Financial Officer. Ms. Hicks has supported DHS-FEMA in various capacities since 2007, including Finance Section Chief for Disaster Operations and Regional Comptroller for Regions 2 and 9. Ms. Hick’s specializes in the revamping of subaward grant obligations and standardization of disaster grant performance reports, which has resulted in the recovery of over $1.2B in unused grant dollars.

Prior to her work at FEMA, Ms. Hicks spent much of her professional accounting career in private industry, specifically with the National Football League and Major League Baseball as a trademark auditor for the team owners. She began her career with Coopers and Lybrand after graduating Florida State University.
