Amy Culbertson

Assistant Director, Performance Management, Dept of Homeland Security

Amy Culbertson is the Assistant Director for Performance Management in the Department of Homeland Security (DHS) Office of Program Analysis and Evaluation (PA&E) with the CFO. She joined the Department in 2004 where she developed the implemented the federal performance management framework in DHS. This framework represents the many initiatives driven by the Government Performance and Results Act and its companion Modernization Act. She regularly interacts with leadership and program experts in the 15 different Components that represent DHS, along with OMB and GAO. She assists in leading the development and the publication of the Department’s performance and accountability reports. Prior to joining DHS, Amy led a multi-year initiative at the National Institutes of Health (NIH) to implement the Balanced Scorecard approach to strategic planning and performance measurement. Amy began her federal career working as a Personnel Research Psychologist and Statistician at Department of Defense research and development centers, leading a variety of applied research and organizational assessment and change projects in the Navy, Marine Corps, and Army. She has made numerous presentations in a variety of venues, and authored a number of technical and management publications. Amy received her Bachelor of Science degree from the University of Washington and her Master of Science degree from the University of Wisconsin.
