Donald (DJ) Lavoy

Deputy Assistant Secretary, HUD

D.J. LaVoy is the Deputy Assistant Secretary PIH for the Real Estate Assessment Center (REAC).

He is a retired Marine Officer, Naval Aviator and combat veteran. His professional focus is change management and leading organizations to excellence.

He joined HUD and established the Real Estate Assessment Center (REAC) in 1998 and over the course of the following four years created the current Public Housing Assessment System and Multi Family Risk Management systems, converted the Public Housing Industry to Generally Accepted Accounting Principles (GAAP), created the UPCS property inspection system and protocol and developed the risk assessment system for single family appraisals. Subsequent to being the Director of the REAC he became a HOPE VI Grant manager and directed numerous successfully completed housing development projects in the state of New York. He was instrumental in transitioning the Detroit Housing Commission from a failed Housing Agency to a credible affordable housing provider. He was named as the Federal Receiver for Miami Dade County Housing Authority and led that agency through the process of recovery. As the Deputy Assistant Secretary for Field Operations he has re-structured the PIH field offices nationwide to reflect a focus on partnership and effective regulatory oversight emphasizing financial management and governance. He returned to the REAC as the Deputy Assistant Secretary in 2013 and has focused on a number of areas: upgrading all the IT systems utilizing AGILE development methods and migrating to a cloud environment, utilizing business process improvement to enhance the REAC inspection processes and protocols and transitioning the REAC to becoming a shared service provider.

DJ is a graduate of Old Dominion University, the US Army War College and graduated as a Military Fellow in the Massachusetts Institute of Technology Seminar XXI Program.
