Mr. Robert Tuccillo

Robert J. Tuccillo is the former Chief Financial Officer of the Federal Transit Administration (FTA), an operating administration in the U.S. Department of Transportation, where he has worked as the CFO for the past 17 years. He is a senior executive and the principal advisor to the FTA Administrator on all budget, strategic planning, performance measurement, financial management, and finance system operations. FTA has an annual budget of $13 billion and an active grant portfolio totaling $75 billion, including over $10 billion in funding for emergency response related to natural disasters like Hurricane Sandy. More recently, FTA received $25 billion in supplemental funding from Congress to help address the impacts of the COVID-19 public health emergency on the nation’s public transportation system. Mr. Tuccillo is responsible for the proper stewardship and accounting of these funds. Prior to FTA, Mr. Tuccillo worked at the White House Office of Management and Budget (OMB) for 14 years specializing in budget, performance management, and financial management issues involving the Department of Education (ED), the Environmental Protection Agency (EPA), and the Department of the Interior (DOI). While at OMB he helped design the Performance Assessment Rating Tool (PART) used to evaluate government programs and developed a college savings bond. He also worked at the Department of Education where his focus was on financing higher education through grants and low-interest government-backed loans. Mr. Tuccillo has a BA in economics from the University of Hartford (CT), a Master in Business Administration from Virginia Tech, and received Executive Development training from Harvard University’s John F. Kennedy School of Government. He is a long-standing member of AGA and serves on its technical committee for the 2020 Professional Development Training.
