Legislative Director, Dept of the Navy- Office of the Chief of Navy Reserve

Captain Lacy graduated from the U.S. Naval Academy in 1997 with a B.S. History. She also holds a M.S. in Management, specializing in Human Resource Management from the University of Maryland University College. She is a certified Professional in Human Resources and Society for Human Resource Management Certified Professional with a certificate in Legislative Studies from the Government Affairs Institute at Georgetown University.
CAPT Lacy spent the first ten years of her Navy career as an Intelligence Officer. Her Intelligence assignments include Joint Forces Intelligence Command, Patrol Squadron SIXTEEN; Commander, Patrol and Reconnaissance Wing ELEVEN; NR JICPAC 1070; and U.S. Fleet Forces Command. In each of these positions, she took advantage of numerous opportunities to lead and influence Sailors to include volunteering as the Chair of the Cultural Awareness Committee at an earlier assignment.
After transitioning to the Human Resources (HR) Community, Captain Lacy continued to lead change management initiatives that improved the quality of life for Sailors while serving as commanding officer of nearly 1,000 Sailors and filling various personnel policy and legislative positions. Her assignments include Manpower & Personnel Director at Navy Region Southeast Reserve Component Command; Deputy Legislative Director at the Office of the Chief of Navy Reserve; Navy Legislative Fellow in the United States Senate; two assignments on the staff of the Chief of Naval Personnel as Head, Reserve Manpower and Head, Reserve Personnel Plans and Policy; and Commanding Officer, Navy Operational Support Center (NOSC) Baltimore.
CAPT Lacy is recognized as a transformational leader who has spearheaded positive change throughout her extensive naval career.
Personal awards include the Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal, Joint Service Achievement Medal, and Navy and Marine Corps Achievement Medal
