James Moser

Director OPNAV N83 Fleet Readiness, U.S. Dept. of Navy

Mr. James L. Moser is currently the Director of Fleet Readiness on the staff of the Chief of Naval Operations. Prior to this assignment, his prior Senior Executive tours were as Comptroller of Navy Systems Management Activity (NSMA), and Director of the Civilian Resources & Business Affairs Division (FMB-4), Office of the Assistant Secretary of the Navy, Financial Management and Comptroller (ASN(FM&C)). From 2009 to 2016, he was the Deputy Director in the Operations Division in ASN(FM&C), responsible for over $100B in annual appropriations for Navy and Marine Corps operations and military pay. In this assignment, he was responsible for creating the implementation plan for sequestration and the dramatic reductions under the Bipartisan Budget Act; oversight of aviation and ship maintenance recovery plans; and leading the financial team for addressing emergent requirements of operations in Afghanistan, Iraq, Syria and other contingencies. Mr. Moser graduated from the Mount Saint Mary’s College with a bachelor of science degree in economics and mathematics and from the Naval Postgraduate School with an executive master’s in business administration degree. He is a recipient of the Superior Civilian Service award and the Meritorious Civilian Service award. He is a member of the American Society of Military Comptrollers.
