Personnel Research Psychologist, OPM

Dr. Sheila Verges-Osuna works for the U.S. Office of Personnel Management (OPM) within the Senior Executive Service and Performance Management Center in Employee Services as a Personnel Research Psychologist. In her current position as part of the Work-Life and Leadership and Executive Development team, she leads Government wide employee engagement strategy and initiatives, develops evidence-based resources for Federal agencies, conducts data analysis for the Annual Telework Report to Congress, and provides consultative services to agencies in areas related to employee engagement and work-life balance. Dr. Verges-Osuna’s previous roles in OPM include serving as a Management and Program Analyst, where she conducted analysis and communications of the Federal Employee Viewpoint Survey for OPM’s Retirement Services Division, led OPM’s Customer Service Strategic Goal Team, and served as a Customer Experience consultant for several OPM functions. Prior to joining OPM, Dr. Verges-Osuna held various positions in the private sector in areas such as human resources, consulting, customer service, banking, and training. Her previous roles focused on recruiting, staffing, coaching, employee supervision, and operations management. Dr. Verges-Osuna has also worked as adjunct faculty at Ana G. Mendez University System, a language immersion university in Maryland, facilitating bilingual master’s level courses in Human Resources. She holds a PhD in industrial and organizational psychology from Capella University, a master’s degree in human resources management from University of Phoenix in Oklahoma City, and a bachelor’s degree in business administration and management from the University of Puerto Rico.
