Ms. Tamara Lilly is the Assistant Inspector General (AIG) for the Office of Audit Services (OAS) at the Department of Health and Human Services. She joined the OIG in April 2019 and directly oversees the Cybersecurity and Information Technology audits of HHS’ and its operating divisions’ systems. Prior to HHS, she served as the Deputy Chief Information Security Officer (CISO) at the Department of Homeland Security (DHS). As the Deputy CISO, Tamara applied her 30 years of management consulting and Federal Government experience to strengthen the cybersecurity and information technology posture of DHS to include ensuring the Department’s compliance with and reporting on the Federal Information Security Modernization Act requirements. Tamara previously served as the Information Security Office Director, responsible for managing the DHS-wide information security policy and weakness remediation process. Tamara began her career at the Government Accountability Office (GAO) after earning a Computer Science degree from the University of Maryland Baltimore County. She enjoyed about 10 interesting years at GAO performing congressionally-requested audits of IRS, FBI, FAA, NYSE, NASDAQ, and a few others’ IT systems and modernizations, as well as, preparing and presenting oral and written reports to congressional committees and agency executives. While at GAO, she earned a Masters Certificate from George Washington University in Management Information Systems and became a Certified Information Security Auditor. Seeking to expand her experience, she left government service and spent about 12 years working for Deloitte and PriceWaterhouse Coopers. Transitioning from Manager to Director, she was primarily responsible for planning, managing, and conducting performance, IT, and cybersecurity audits of large Federal and private entity programs and systems before returning to federal service at DHS.
