Alice Bettencourt

In nearly 29 years at the Department of Health and Human Services (HHS), Alice Bettencourt has served in several capacities across the Office of the Secretary. Currently, Ms. Bettencourt is the Deputy Assistant Secretary for Grants and is responsible for HHS grants policy, systems, and workforce development, as well the Grants.gov, the government-wide shared service for finding and applying for federal assistance. Prior to her current role, she served as the Director for the Division of

Grants Policy, Oversight and Evaluation for HHS and Program Director for the Office of Minority Health in the HHS Office of the Assistant Secretary for Health (OASH). During her service in OASH, she served as Director of OASH Office of Grants Management, and was responsible for the oversight and management of all grants awarded by OASH program offices and the HHS Office of Global Affairs. She represented OASH on various HHS financial assistance work groups and councils.

Ms. Bettencourt’s public service also includes serving as the Acting Deputy Director, Office of Adolescent Health, where she helped to establish the new office and award $125 million in grants. She directed the Office of Resources Management in the Office of the Chief Information Officer, and the Office of the Secretary (OS) Budget/Service and Supply Fund Branch with responsibility for the majority of the OS Budget and management of the HHS Service and Supply Fund; and co-managed establishment and operations of the first HHS web management staff.

She began her career as a Presidential Management Fellow in the Administration for Children and Families (ACF).
