Shannon McCullar

Director, Financial Systems Modernization, U.S. Department of Homeland Security

Since February of 2020, Shannon McCullar has worked in the Department of Homeland Security as the Director of Financial Systems Modernization and the Program Manager of the Joint Program Management Office (JPMO) in the Office of the Chief Financial Officer. He is responsible for managing the acquisition, implementation, and delivery of standardized, compliant, cyber secure financial systems in components across the Department. Prior to this position, he served as an active duty Coast Guard Officer for over 30 years.

Mr. McCullar earned his commission in the United States Coast Guard through Officer Candidate School in May 1990. He completed flight training at Naval Air Station Pensacola 1993 and went on to fly the HH-60J “Jayhawk”, the C-130H “Hercules”, and the C-27J “Spartan” for over two decades performing Coast Guard missions all over the world. He additionally held a number of notable non-operational positions. As the C-130H Product Line Manager he was responsible for the technical, logistical, and depot support of the fleet and ensured airworthiness certification of each aircraft.  As the Deputy Program Manager of the Coast Guard’s portion of the DHS Transformation And Systems Consolidation (TASC) implementation team he worked to replace the Coast Guard’s aging financial systems with a single consolidated solution.

Most recently, Mr. McCullar held several senior acquisition positions. He led procurement of all Coast Guard vessels less than 65 feet long as the Coast Guard Boat acquisition Program Manager. He was the Commanding Officer of the C-27J Asset Project Office where he directed the regeneration of 14 abandoned Air Force C-27Js and brought them into operational service. He was then selected to serve as the Coast Guard’s Assistant Program Executive Officer for C5I, where he was responsible for all Coast Guard Command, Control, Communications, Computers, Cyber security, and Intelligence acquisitions.

Mr. McCullar holds a B.S. in Financial Management from the University of Alabama – Birmingham and an MBA from the University of Texas. He holds multiple certifications including Certified Governmental Financial Manager (CGFM), DHS Program Manager (level 3), IT Program Manager, Program Management Professional (PMP), and Certified Information System Security Professional (CISSP). He has received numerous medals and awards including the Legion of Merit, 5 Meritorious Service Medals and 3 Coast Guard Achievement Medals. He was honored by the State of Massachusetts with the Red Cross Hero Medal, and the State of Florida with the Daedaleans Aviator of the Year award. He is the father of four grown children and now makes his home in Alexandria, VA.
