Current Role
Dr. Tipton is serving as Director of Revolving Funds and Integration, United States Department of War, Office of the Under Secretary of War (Comptroller), at the Pentagon. In this role she oversees the budget formulation and execution of Department of War Working Capital Fund (WCF) activities for the Military Departments, the Defense-wide WCF activities, and other Defense revolving funds (~$140 billion in annual operating authority). Additionally, she is responsible for the successful development and delivery of budgetary products for the Department.
This includes materials for the annual President Budget submission ($1.5 Trillion in Fiscal Year 2027), budget adjudication with the Office of Management and Budget and responses to Congress on budgetary matters.
Previous Assignments
Dr. Tipton most recently served as Associate Administrator for Financial Systems, for the Federal Emergency Management Agency (FEMA). In that role, her focus was modernization and integration of antiquated financial systems, while leveraging Artificial Intelligence to gain efficiencies in budgetary processes. Prior to joining FEMA, Tipton was the Budget Director for the Department of Homeland Security (DHS) from 2023 to 2025, where she managed an annual budget of over $200 billion. She also briefly served as Senior Advisor to the DHS Chief Financial Officer. Her experience includes senior leadership within the Department of the Air Force including Deputy Director of Budget Programs, at the Pentagon overseeing key budget initiatives and Division Chief for Resources responsible for the Air Force Services portfolio.
