As the Inspector General over the Illinois Medicaid system, Mr. Hart is charged with the duty of preventing, detecting, and eliminating fraud, waste, abuse, misconduct and mismanagement in the Medicaid programs administered by the Departments of Healthcare and Family Services, Human Services and Aging. The programs include Medicaid, KidCare, Temporary Assistance for Needy Families (TANF), food stamps, child care, the Community Care Program (CCP) and other Medicaid funded social services. Prior to accepting his position, Mr. Hart served as Deputy Bureau Chief, for the Illinois Attorney General’s Medicaid Fraud Control Bureau, where he prosecuted health care fraud while assigned to the Illinois State Police Medicaid Fraud Control Unit. In addition, while cross-designated as a Special Assistant United States Attorney in the Central (2002 to 2012) and Southern (2003 to 2008) Districts of Illinois, Mr. Hart prosecuted civil and criminal health care fraud related matters in federal court. Prior to prosecuting health care fraud, he was in private practice performing family law matters, trusts and estates, municipal representation, civil litigation, criminal defense and appellate practice.
