Mr. Brent Penny is a retired Army officer that served the nation for 27 years and retired at the rank of Colonel in 2013. After military service he served as the Assistant Vice President for Administration and Finance at Kutztown University of Pennsylvania from 2013 to 2015. He was the chief business officer and had responsibility for administering the university’s $175M budget. Mr. Penny entered federal service in 2015 as the Chief, Business Operations, Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury (DCoE). As the principal advisor to the DCoE Director on all aspects of business operations, Mr. Penny oversaw all fiscal activities involving an annual budget of $137M. In 2017 he was assigned as the Chief of Staff, Research & Development Directorate (R&D), Defense Health Agency. He was responsible for the daily operations of the directorate with an annual operating budget of $114M and a R&D budget of $1.4B. Mr. Penny now serves as the Deputy Assistant Inspector General for Administration, General Services Administration Office of Inspector General. He has a BS, Accounting from VCU and MBA and MPA from Syracuse University. Mr. Penny is a CGFM and Certified Defense Financial Manager – Acquisition (CDFM-A).
