Brian Woods

Brian Woods, a Managing Director in EY’s People Advisory Services (PAS) practice, has been with the firm since 2009 and currently serves as the PAS US State & Local government market leader. He is an experienced training, organizational change management (OCM), communication, and talent strategy specialist with 26 years of national and global consulting experience. Brian has supported over 90 engagements to date in state and local government, universities, private organizations and non-profits, including 11 years of experience serving state governments on large business and technology transformations, operating model designs, culture improvement strategies, return to work initiatives, high performing team development, and deployment of enterprise-wide training. He has been directly responsible for facilitating OCM capability building and delivery execution to help agencies to meet constituents needs, with a keen focus on enabling citizens to navigate new ways of working with government while achieving long term change adoption success. Brian also served for nearly five years as a senior organizational change consultant for a multi-year financial transformation initiative. He also led change management efforts for a large state agency to establish an internal Change Management Office (and OCM self-sufficiency) to effectively govern nearly $45MM in IT project spend, as well as a multiyear finance implementation impacting all 9 districts within the agency. Brian also serves as EY’s PAS Account Lead for state/local and higher education services in several states, as he has previously served as national lead for its Change Experience and Learning service offering for the public sector.
