Mrs. Cathy Van Hoesen is the Deputy Director of Defense Finance and Accounting Service (DFAS) Indianapolis, a position she has held since January 2025. She oversees the operations of the federal government’s third largest building and manages over 4,100 federal employees worldwide, delivering finance and accounting services to the U.S. Army, U.S. Air Force, U.S. Veterans Administration, and 26 U.S. Defense Agencies. Before this role, Mrs. Van Hoesen was the Director of Finance Standards and Customer Services, where she spearheaded efficiency and standardization across finance mission areas, including pay transactions for military personnel, federal civilian employees, military retirees, and annuitants, handling disbursing transactions totaling over $579 billion annually. She also supervised DFAS Customer Care Centers, DoD Overseas Banking and Credit Unions, and Operations Contingency Planning teams. Earlier, Mrs. Van Hoesen served as the Director of Financial Management, acting as the principal resource management advisor for a Working Capital Fund budget exceeding $1.4 billion and 12,000 work years. She managed funding for agency-level programs, oversaw customer revenue and billing, and maintained the agency cash position. Her responsibilities included managing a capital investment program of over $30 million, focusing on Information and Technology and minor construction projects. Mrs. Van Hoesen began her federal career as a budget analyst with the Department of Navy, contributing to various offices such as Navy Comptroller and the Future Aircraft Carrier Program. She joined DFAS in 2009, taking on roles like Director of Strategic Planning and Management, where she led the planning, development, and execution of the Agency Strategic Plan, driving focused change through strategic working groups and initiatives. Mrs. Van Hoesen holds both bachelor's and master's degrees in Public Affairs from Indiana University, specializing in policy studies.
