Team Lead for Democracy, Governance, and Stabilization, Special Inspector General for Afghanistan Reconstruction

David H. Young is the Team Lead for Democracy, Governance, and Stabilization at the Special Inspector General for Afghanistan Reconstruction (SIGAR). He is the lead author of the agency’s lessons learned reports on U.S. stabilization efforts, support for Afghan elections, and its 20th anniversary report on the entire reconstruction effort, “What We Need to Learn.” Prior to SIGAR, he was a civilian advisor to ISAF along the Af-Pak border during the surge and subsequently served as a governance advisor to the World Bank, Adam Smith International, and Afghanistan's Independent Directorate of Local Governance. Beyond Afghanistan, he has extensive field experience in the Sahel, Israel/Palestine, the Balkans, the Caucasus, and Northern Ireland.
