Debbi Thomas CGFM, CPA

Ms. Debbi Thomas is currently the Partner-in-Charge of RMA Associates’ audit, audit remediation, and accounting practice. Debbi has over 30 years of Financial Management experience in various aspects of Federal government related to audits, audit readiness, and consulting services. She has been instrumental to Federal agencies in correcting their financial management deficiencies, specifically as they relate to their financial management practices. Her client experience includes numerous Department of Defense components, U.S. Department of Homeland Security, Department of the Treasury, Department of Interior, Department of Education, Department of Health and Human Services, Department of Transportation, Department of Labor, General Services Administration, Office of the Comptroller of the Currency, Government Accountability Office, and other Federal agencies. In May of 2021, Ms. Thomas was instrumental in developing a white paper that pointed out the departures from U.S. GAAP caused by conflicting reporting requirements among FASAB, OMB, and Treasury. Her vast knowledge and sound solutions to address the U.S. GAAP departure issues facilitated a quick response from Treasury to correct the issue she brought to the attention of leaders in the Federal financial management accounting and reporting community. She worked not only with FASAB, OMB and Treasury, but also GAO, key representatives from the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and the deputy CFO of DoD.
