Donald Bice

Don is a Director in BDO’s Public Sector practice. Don joined the private sector after over 28 years of Federal government experience in administrative operations and USDA programs. He is a subject matter expert in Budget Formulation and Execution, Strategic Planning and Reporting, and Lean Government. Don served as the Acting Assistant Secretary for Administration at USDA from September 2017 through March 2020, and as the Deputy Assistant Secretary for Administration beginning in February 2018. During that time Don spearheaded efforts to modernize and improve the delivery of administrative services. This included reorganizing the provision of administrative services at USDA from 17 agencies to 8 mission areas, closing 26 IT data centers, reducing the USDA vehicle fleet by over 10 percent, and establishing the first USDA Customer Experience Office. Prior to being the Deputy Assistant Secretary for Administration, he held multiple positions in USDA’s Office of Budget and Program Analysis for over 25 years and was responsible for managing the development and execution of the Department’s $200 billion budget, managing the Department’s regulatory and legislative reporting processes, and coordinating the Department’s performance improvement activities.
