Edward N. Eng has served as the Chief Financial Officer of the U.S. Coast Guard National Pollution Funds Center (NPFC) since November 2019, where he is responsible for the execution, oversight, reporting, and overall stewardship of the $10B Oil Spill Liability Trust Fund (OSLTF). He leads the financial management processes, policies, internal controls, data analytics and financial systems administration for the OSLTF which serves to fund federal response, claims, and environmental damage restoration in our nations maritime and coastal zones working with multiple agencies including EPA, DOI, NNOA, states and tribal organizations..
Ed is a U.S. Coast Guard veteran with 27 years of maritime operations and financial management leadership in a wide variety of positions and organizations. Prior to re-entering government service at the NPFC, Ed served as the Senior Vice President of Acosta Sales and Marketing Military Division, a Carlyle Group company, managing the industry leading Military Resale services company in the Exchange, Commissary, Veterans Canteen, Ship Stores, and federal prisons business. He also has experience in the public sector with Guidehouse in the federal advisory sector providing solutions for internal controls, audit remediation, and financial reporting. He also served as the Chief of Financial Systems and Audit Remediation in the Coast Guard Office of Budget Execution.
Ed is a Certified Government Financial Manager and Lean Six Sigma Greenbelt. He is a graduate of the U.S. Coast Guard Academy and holds a Bachelors of Science in Management Sciences. He also holds an MBA (finance concentration) from George Mason University.
