Principal Deputy Assistant Secretary and DCFO, Dept of Veterans Affairs
Edward Joseph Murray is the principal advisor to the Assistant Secretary for Management on several activities and initiatives underway to help improve the Department’s operations including budget, financial management, business transformation, performance management, business oversight, and asset enterprise management programs. He is also VA’s Deputy Chief Financial Officer (DCFO). On April 1, 2015, Mr. Murray was appointed as the Acting Assistant Secretary for Management and Interim Chief Financial Officer for the Department of Veterans Affairs. In this role, he was responsible for the overall budget and financial management of VA’s $163+ billion budget as well as the Department’s performance management, business oversight, enterprise risk management, and asset enterprise management programs.
Prior to Mr. Murray’s appointment as PDAS, he served as the Executive Director for Operations, Office of Management from February 2014 to July 2014. Between December 2004 and February 2014, Mr. Murray served as VA’s Deputy Assistant Secretary for Finance and DCFO. Mr. Murray was responsible for Department-wide financial policy formulation and financial statement preparation; managing enterprise financial operations, including VA’s Financial Services Center in Austin, Texas, and VA’s Debt Management Center in St. Paul, Minnesota; and corporate financial applications including VA core accounting, payroll, and human resources management systems.
Mr. Murray received distinguished awards from the Commandant of the Coast Guard, Secretary of Transportation, and the American Society of Military Comptrollers, is a recipient of two Presidential Rank Awards (Meritorious) and Association of Government Accountants Achievement of the Year Award.
