Edwin Keene

Deputy CFO, DCSA/DOD

Edwin B. Keene serves as the Deputy Chief Financial Officer for the Defense Counterintelligence & Security Agency (DCSA). Previously, he served as DCSA’s Programming Process Manager while on a joint duty assignment from the National Geospatial-Intelligence Agency (NGA). In this role, he was responsible for assessing the financial impact of management decisions and devising internal controls for both budget and accounting programs. Prior to joining DCSA, Mr. Keene served as the Deputy Chief, Capabilities Resources Office, Associate Directorate for Capabilities at NGA. Mr. Keene served in several financial management positions of increasing responsibility within NGA, the private sector, and the U.S. Army. At NGA, Mr. Keene previously served as the Deputy Chief, Analysis Directorate Financial Management (FM) Matrix Office and the Senior Budget Analyst, Xperience Directorate FM Matrix Office. As a U.S. Army Finance Officer, Mr. Keene served in several key financial management positions supporting the U.S. Forces – Korea (USFK), Defense Intelligence Agency (DIA), U.S. Army Reserve Legal Command, and Defense Contract Management Agency (DCMA). In the private sector, Mr. Keene served as an Enterprise Risk Services Specialist Manager at Deloitte & Touche, LLP where he supported audit remediation and budget analysis consulting contracts within the U.S. Intelligence Community. Mr. Keene is a Certified Defense Financial Manager with Acquisition Specialty (CDFM-A), Certified Government Performance Manager (CGPM), and DoD FM Certification Level 3 professional. He is a recently retired U.S. Army Reserve Finance Officer with 22 and half years of service to the active and reserve components. Mr. Keene holds a Bachelor of Science degree in Accounting from North Carolina A&T State University, a Master’s in Business Administration (MBA) degree from George Mason University, and a Master’s in Procurement and Acquisition Management from Webster University.
