b.Bio – Frank currently serves as the Director of Resource Management Transformation (RMT) in the Office of the Chief Financial Officer at DHS Headquarters delivering innovative transformational solutions to the OCFO community. He began career serving in the U.S. Marine Corps followed by several financial leadership positions in the private sector. His civilian government career began as a contractor supporting NAVAIR, and soon became a federal civilian employee with the Office of Naval Research as a senior budget analyst. He joined DHS at U.S. Citizenship and Immigration Services supporting the CFO as the lead for financial statements. Frank transitioned to DHS Headquarters CFO’s Office to lead multiple Department-wide financial system programs. He served as Deputy CFO for Countering Weapons of Mass Destruction Office (CWMD) and served at the National Protection and Programs Directorate’s Cyber Security Network Security Division as the finance manager. Frank is a Certified Public Accountant in the State of Maryland and possesses a Bachelor's of Science in Business Management from the University of Maryland, UC and a Masters in Theological Studies from Liberty University. Frank is married with 7 children, 3 grandchildren, a golden retriever and a yorkie-schnauzer mix. Born in Washington DC, he loves to run the swampy trails of southern Maryland.
