Ms. Zhou is the Analytics and Data Science Lead at the Pandemic Response Accountability Committee (PRAC). Ms. Zhou has over 18 years of experience delivering analytics insights and products, spanning enterprise data management, data mining, data modeling, descriptive and predictive analytics, risk modeling, machine learning, natural language processing, statistical modeling, anomaly detection, graph analytics, process optimization and automation, and change management in public and private sectors. Specializes in fraud, abuse, waste and mismanagement, litigation and investigative analytics, and quality and safety analytics. Established an Enterprise Data Management (EDM) framework for the Pandemic Analytic Center of Excellence (PACE) to govern data at every stage of the data life cycle by putting in place effective procedures, standards, and controls to ensure quality, accuracy, and protection of data. Ms. Zhou leads numerous analytics projects and initiatives at the PRAC including an analytic center pilot where the PRAC developed a data sharing and risk analytics product to share data and analytic insights with 24 partner OIGs in a secure centralized platform.
