Mr. James McKay MBA, CICA, CGMS

Mr. McKay began his Federal career as a program and then, charter, GAO financial auditor. During his nearly 40-year career he has served as a Federal Inspector General, Deputy CFO of the DOJ Office of Justice Programs managing a $30B grant portfolio, and Deputy Director of Finance at TSA. Jim is the co-author of the Grants Management Body of Knowledge Guide and is the 2019 recipient of the Newton Award for lifetime contributions to the grants management profession. Jim currently works as a Senior Fellow at ManTech International where he leads their grants management strategic initiatives. He currently supports monitoring of construction and operations of National Science Foundation-funded Large Research Facilities around the globe. Jim has been an active AGA member for most of his career and co-led the 2018 AGA Uniform Guidance Implementation Survey that identified the need for advancement of grants management as a profession through human capital development and the follow on 2021 AGA Grants Management Competencies Survey.
