Ms. Jessica Whelband is a Highly Qualified Expert to the Under Secretary of the Navy, serving as the Civilian Human Capital Strategy Task Force Deputy Program Manager. Prior she led engagements at the Department of Education, Library of Congress, and Department of Agriculture as an Organizational Transformation Manager at Grant Thornton, LLP (GT). She has also led engagements for business reform, business process re-engineering, cyber security, and compliance.
Ms. Whelband began her consulting career with GT, in Alexandria, VA, and Baghdad, Iraq. She provided the Department of Defense’s Deputy Under Secretary with consulting services including programs responsible for generating $1.7B in direct investment to Iraq. Domestically, she has led organizational change and improvement engagements with the Departments of: Homeland Security, Interior, Transportation, and Housing and Urban Development. She also tenured as a Senior Manager at Ernst & Young, LLP. Where she built Congressional outreach programs, created and implemented market capture strategies, and led innovation program management offices.
Ms. Whelband holds a Bachelor’s degree in Business Administration from the College of William & Mary, and is certified as a Project Management Professional. She is also trained in Lean Six Sigma, Leading Organizational Transformations, Facilitation and Change Management, and Federal Accounting.
