Ms. Lugo is the Managing Director for the Office of Global Financial Operations in the Bureau of the Comptroller and Global Financial Services, located in Charleston, South Carolina. Joan is responsible for the day-to-day operations and management of the Department of State’s (DoS) financial operations, including global accounting and reporting, accounts payable, accounts receivable and the travel card program. She is also responsible for the operational readiness of implementing major financial system updates and changes. She manages a diverse work force of over 300 consisting of both government and contract personnel who are co-located in Charleston and Washington, DC. Her office supports a global customer base including embassies, bureaus, government agencies, industry partners and vendors. Joan’s career focus has involved the implementation of financial system initiatives and operational changes to meet organization and regulatory requirements and to improve the efficiency of operations. She is a champion of continuous improvements. At the DoS, Joan is recognized for leadership, innovation, and financial management expertise. Ms. Lugo holds a Bachelor of Arts Degree from the University of Florida as well as a Master of Business Administration and Master’s in Professional Accountancy from Barry University. She is a member of the Federal Government Senior Executive Service (SES). Joan has worked both domestically and abroad and has volunteered thousands of hours in both the US Embassy Mexico City and US Embassy Bogota while her husband served as the Attaché for the United States Secret Service.
