Deputy Assistant Secretary for Financial Management Systems, U.S Department of the Navy

Mr. Adams is currently serving as the Deputy Assistant Secretary for Financial Management Systems. His responsibilities include the portfolio management and resourcing of financial management systems for the Department. Prior to his current assignment, Mr. Adams was the Director for Financial Systems Consolidation where he was responsible for the consolidation and transformation of financial management systems to improve the internal controls of the general ledger to ensure the Navy's financial statements are auditable.

Before joining the Department of the Navy he was the Acting Deputy Director for the Financial Services Center at the Department of Veterans Affairs. In this role he provided leadership and management of Accounting, Data Analytics, Travel, and Charge Card Financial Services for the Department. At the VA he also held assignments as a Senior Policy Advisor to the Interim Assistant Secretary for Management and Interim Chief Financial Officer. He also led VA financial and acquisition modernization efforts as the Director, Business Process Reengineering for the VA’s Financial Management Business Transformation (FMBT) initiative.

Mr. Adams is a Marine Corps veteran with 30 years expeditionary financial management experience. At the Department level he served as the senior finance liaison for the Defense Integrated Military Human Resources System (DIMHRS) effort at the Joint Program Management Office, Space and Naval War Systems New Orleans, Louisiana; the Deputy Director, Marine Corps Disbursing Operations and System Section (MCDOSS), Kansas City, Missouri; and Head, Finance policy and procedures, Programs & Resources, Headquarters Marine Corps before retiring from Headquarters Marine Corps in 2014.

Upon leaving the Service he led a commercial Line of Business as a Program Manager for ECS Federal, LLC. In that role he led efforts supporting the Navy’s Military Pay modernization program, including strategic planning, change management, and business process re-engineering for pay processes, business architecture development, and functional data management.

Mr. Adams holds a Bachelor’s of Science in Business Management at the University of Maryland. He is a Certified Defense Financial Manager (CDFM), Project Management Professional (PMP), and holds an Information Technology Infrastructure Library (ITIL) foundations certification.
