John D. Giorgis is a consultant and process improvement subject matter expert with TFC Consulting. In this role, he is building a practice partnering with Federal agencies in advancing data-driven decision-making to achieve strategic objectives. Prior to joining TFC Consulting, he was most recently the Director of Performance, Evaluation, and Enterprise Risk in the Office of the Secretary of Transportation. In this role, he served as the USDOT’s Performance Improvement Officer, Evaluation Officer, and Chief Risk Officer. He led several initiatives successfully integrating performance improvement, strategic planning, program evaluation, enterprise risk management, and budget formulation for a coordinated approach towards delivering results. Mr. Giorgis originally joined US DOT as a Presidential Management Fellow at the Federal Transit Administration (FTA). Eventually becoming Director of the Office of Strategic Planning and Analysis, Mr. Giorgis led FTA’s strategic planning, performance reporting, data management, evidence-gathering, and program audit coordination activities. He also established FTA’s first enterprise risk management program and served as FTA’s policy expert on formula program implementation. Prior to that position, Mr. Giorgis began his 26 year Federal career as an economist at the US Bureau of Labor Statistics. There he led the United States’ interagency working group on transportation and warehousing services in negotiations with Canada and Mexico on establishing a unified set of statistical definitions for all the goods and services produced in the three countries. He holds a master’s degree in applied economics from Johns Hopkins University and a bachelor’s degree in economics and geology from Case Western Reserve University.
