Mr. John Rapp

Acting USDA Budget Officer/Chief Risk Officer/Perform, USDA/Forest Service

John is currently the Acting Director of the USDA Office of Budget and Program Analysis (OBPA). In that role he also serves as the Chief Risk Officer and Performance Improvement Officer. OBPA manages the development and execution of the Department’s $200 billion budget, the Department’s regulatory and legislative reporting processes, and coordinates the Department’s performance improvement activities. Prior to being named in the acting role, John served as the director of Strategic Planning, Budget and Accountability for the Forest Service. With over 25,000 permanent employees and over a $5 billion budget, FS administers the nation's 154 national forests and 20 national grasslands. John joined the USDA Forest Service in 2012 with the Performance Management branch. Prior to his career with the Forest Service, John spent almost 10 years with the National Oceanic and Atmospheric Administration in various roles and three years with the State of Louisiana. John holds a Masters of Science degree in Forested Wetland Ecology from North Carolina State University and a Bachelor of Science degree in Forest Science from Pennsylvania State University.
