Jose Fabre
Acting Chief Financial Officer, ICE
Mr. Jose Fabre is the Deputy CFO at, U.S. Immigration and Customs Enforcement. Prior to ICE he served as the Deputy Budget Director for the DHS under the Office of the Chief Financial (OCFO) and he also performed the duties of Acting Director for DHS Financial Operations (FO). In his dual capacity, he led the process to employ strategic approaches to formulate and facilitate the consolidation of DHS’s priorities to justify budget requests of over $100 billion to resource the mission of 15 operations and support Components. Mr. Fabre also served as the Executive Director (XD) for Customs and Border Protection’s (CBP) Budget Directorate. In this role, Mr. Fabre led a path forward for the Budget Directorate, Office of Finance (OF), through the innovation and modernization of the budget tools and implementation of a reorganization in 2021. Executive Directorate Fabre focused this effort on improving operational efficiencies, addressing capability gaps, streamlining internal and external communications, and expanding leadership opportunities. Mr. Fabre’s vision of transformation centers the focus on “People, Process and Tools” to lead budget into its future and continued success. Before joining OF, Mr. Fabre served as the Deputy Director for the Mission Support Division, CBP’s Office of Human Resources Management (HRM). During his tenure at HRM, Mr. Fabre led and supported the management of key functional areas to enable the operation of CBP’s human resources infrastructure. As a result of his outstanding leadership in 2023, Mr. Fabre received a Presidential Rank Award for his leadership developing, defending, and executing funds to manage unprecedented increases in requirements at the Southwest Border, and to mitigate historical declines in user fee collections due to international travel restrictions due to the COVID-19 pandemic.
