Mr. Joseph Mitchell Ph.D.

Joe Mitchell is Director of Strategic Initiatives and International Programs at the National Academy of Public Administration. Dr. Mitchell leads the Academy’s Grand Challenges in Public Administration program, which is working to address the most challenging issues facing government over the next decade, and co-leads the joint Academy-IBM Center for the Business of Government's Agile Government Center. In 2017 – 2018, he served at the General Services Administration to help stand up its new Office of Shared Solutions and Performance Improvement. Previously, he led and managed the Academy’s organizational studies program, overseeing its congressionally-directed and agency-requested reviews and consulting engagements.
