Kenneth (Ken) Hill is the Director of the Performance, Accountability, and Risk Division within the FPAC Business Center. He has leadership responsibilities across FPAC strategy and risk management, continuous process improvement, and internal and external auditing. Previously, Hill was the USDA Farm Service Agency (FSA) director for the Strategic Performance and Evaluation Staff.
As director, he provided leadership in strategic and annual performance planning and reporting, enterprise risk management, and internal controls for FSA. Hill served as FSA’s Management Controls officer and represented FSA on the USDA Performance Improvement Council.
Prior to this position, Hill served for 10 plus years in the Loan Making Division, Farm Loan Programs. The last 7 years of this tenure were spent serving as the division’s Program Analysis Officer, where he was responsible for development, monitoring, and reporting of long-term and annual program goals, internal controls, and various special projects. Hill previously served as a management analyst with the Strategic Planning Staff and as a systems accountant with the Financial Management Division. Hill began his Federal career serving in the United States Air Force as a financial management specialist at Carswell Air Force Base, Texas.
Hill is a graduate of West Virginia University, earning a Bachelor of Science degree in Business Administration with an Accounting concentration. He is also a 2016 graduate of the Federal Executive Institute’s Leadership for a Democratic Society Program.
A native of Dowell, Maryland, Hill lives in Charles Town, West Virginia, with his wife Alice and their two daughters.
