Kim Steele is the Assistant Deputy Minister and Chief Transformation Officer at Public Services and Procurement Canada (PSPC), where she leads the Government of Canada’s HR and Pay Transformation initiative. In this role, she is responsible for enterprise-wide modernization, system integration, and the delivery of essential HR and pay services. With over 25 years of public sector experience, Kim has held multiple senior leadership positions across digital services, information management, and enterprise IT. As the former Chief Information Officer at PSPC, she managed a digital portfolio supporting mission-critical functions such as procurement, payments, and cybersecurity. Throughout her career, Kim has led large-scale transformation, fostered innovation, and delivered results in complex, high-risk environments. She brings a collaborative and client-focused approach to modernizing government operations and improving service delivery for Canadians. Kim holds a Master of Library and Information Science and a Bachelor of Arts (Honours) in English Literature from the University of Western Ontario.
