Ms. Leslie M. Wagstaffe

Leslie Wagstaffe is currently the Director for the Consumer Support Group (CSG) in the Center for Consumer Information & Insurance Oversight (CCIIO) at the Centers for Medicare & Medicaid Services (CMS). In this capacity, Wagstaffe is responsible for leading the development, implementation and execution of the policy, operational, and business requirements related to programs within CSG's functional responsibility, including special projects, budget, and procurement. She also ensures that CSG serves as CCIIO’s focal point for consumer policy and services. Additionally, Wagstaffe provides leadership and direction for communication and collaboration with CSG partners, such as industry, other government entities, and consumer advocacy groups.

Prior to serving as the Director for CSG, Wagstaffe served as Deputy Director for the Division of Consumer Advocacy and Assister Support (DCAAS) within CSG. There she provided leadership and coordination of program policy development for transparency and disclosure requirements in the private health insurance market, oversight of the Certified Application Counselor (CAC) program in the Federally-facilitated Marketplace (FFM) states, and the provision of training and technical assistance to enrollment assisters in the FFM. Before working in DCAAS, Wagstaffe served as the lead for coverage appeals within the Division of Consumer Services where she worked with states, plans, and issuers to ensure that consumers obtained access to covered services. She also served as co-Government Task Lead on the Enrollment Assistance Program (EAP) contract, which provided in-person enrollment assistance to individuals in select FFMs.

Prior to joining CMS, Wagstaffe served as a Fiscal Operations Analyst for Axiom Resource Management Inc. where she provided contract management support for multiple Department of Defense (DoD) health information technology acquisitions. There she served as the subject matter expert for several DoD and Department of Veterans Affairs patient health information initiatives focused on transferring and sharing patient health information across agencies. Wagstaffe earned a Bachelor of Arts from Loyola University New Orleans, a Master’s Degree in Public Policy from the University of Maryland, College Park and a Juris Doctor from Georgetown University Law Center.
