Deputy, DASN Financial Management Systems, Financial Systems Consolidation Command, Office of the Assistant Secretary of the Navy

Ms. Vaughan is the Deputy DASN for Financial Systems Consolidation within the Department of Navy Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) Financial Management Systems (FMS). In this capacity, she is responsible for the consolidation of the Navy’s remaining legacy financial accounting systems into Navy ERP. Prior to this position, Ms. Vaughan served as a Highly Qualified Expert (HQE) to the Deputy Assistant Secretary for Financial Management Systems. Her responsibilities included supporting the portfolio management and resourcing of financial management systems for the Department. In addition, she supported the delivery and resourcing of financial management functional requirements to consolidate and transform financial management systems and other feeder systems to improve the internal controls of the general ledger to ensure the Navy's financial statements are auditable. She also provided advice and guidance on financial management systems transformation to senior members of the Navy FM&C staff. Before joining the Department of the Navy, Ms. Vaughan supported the Federal government as a consultant with both Deloitte Consulting and Accenture LLC. As a project manager with Deloitte Consulting, Ms. Vaughan led project teams and assisted numerous Federal organizations in attaining their financial management goals to include financial technology transformation, performance improvement, business process reengineering and audit readiness. While at Accenture, Ms. Vaughan served in a leadership role in the Department of Army’s financial management technology transformation. Ms. Vaughan has also supported the Federal government as a mechanical systems engineer at L-3 Communications where she was responsible for leading the development of reconnaissance aircraft systems including in-flight refueling, radome actuation, anti-ice, waveguide pressurization, electronic cooling, and other various aircraft systems. Ms. Vaughan received her Bachelor of Science in Mechanical Engineering from Southern Methodist University. She also holds a PMP certification.
