Michael Fulton

Director, Finacial Management Operations & Analysis, Office of the Under Secretary of Defense (Comptroller)

Mr. Fulton joined the ranks of the Senior Executive Service (SES) in January 2020 and is currently the Director for Financial Management Operations & Analysis in the Office of the Under Secretary of Defense (Comptroller) (OUSD(C)). He serves as the lead for financial management analytics and audit reconciliation support and is responsible for the formulation and execution of the DoD Working Capital Fund (WCF) reimbursable activities related to the Military Departments, the Defense-wide WCF activities, and other Defense revolving funds.

Prior to his current role, Mr. Fulton was the Associate Director for Military Operations in OUSD(C), where he had responsibility for all budgetary activities related to military component Operation and Maintenance funding, to include readiness, base operations, depot maintenance, civilian pay, and military reforms and efficiencies – a portfolio of over $200 billion annually. Mr. Fulton also served as the lead SES for Military Construction in OUSD(C), where he oversaw single-year, multi-year, and no-year funding for military construction, family housing, facilities sustainment, restoration and modernization (FSRM), and Base Realignment and Closure expenses.

Prior to his selection to the SES, Mr. Fulton was a lead analyst in the Military Personnel and Construction Directorate of OUSD(C), with varying assignments that included oversight of Army and Marine Corps military personnel appropriations, military construction for the Guard and Reserve, and Department-wide FSRM spending. During this time, he led enterprise efforts to reform financial processes associated with permanent change of station moves and successfully secured multi-billion dollar increases to the DoD budget in response to several severe weather events and natural disasters that impacted Defense facilities.

Before transitioning to OUSD(C) in 2015, Mr. Fulton was the Division Chief for Military Personnel within the Army Budget Office (ABO) of the Assistant Secretary of the Army (Financial Management and Comptroller). In this role, he was responsible for the programming, budgeting, and execution of nearly $50 billion annually within the Military Personnel, Army appropriation. He also served as a WCF budget analyst in the Industrial Operations branch in ABO. From 2003 to 2008, he obtained a broad perspective of DoD operations, with a focus on revolving fund activity, as an Army Materiel Command Fellow.

Mr. Fulton holds a Master of Business Administration degree from Texas A&M University, Texarkana and a Bachelor of Arts degree in accounting and finance from the College of Idaho. As a proud graduate of the Federal Executive Institute’s (FEI) Leadership for a Democratic Society program, Mr. Fulton now serves on the Board of Directors for the FEI Alumni Association. He has received several awards and honors, to include the Army’s Superior Civilian Service award. He and his wife, Nicole, reside in Springfield, Virginia.
