Michael Peckham

Michael (Mike) Peckham, is a retired federal executive with an extensive career in Financial Management, Grants Management, and Shared Services. Mike recently formed ParadigmAnalysis, LLC to continue his work focused on transforming healthcare and public service delivery through strategic innovation and the application of human-centered design, agile methodologies, and emerging technologies. Mike's efforts in data-informed decision-making directly support critical healthcare challenges. Notably, he led the HHS ReInvent Grants Management initiative, aimed at overhauling Grants Management, where he co-authored "The HHS Journey to ReInvent Grants Management," marking a significant contribution to business line innovation. He successfully led the HHS DATA Act implementation and held the position of Financial Management Director serving in the CFO capacity at HHS’ Program Support Center. As Managing Director in KPMG’s Federal Advisory Practice, Mike applied his vast knowledge of government sector challenges to oversee a wide range of responsibilities in supporting federal clients. Mike understands the complexity of issues across government through his decades of government service. He demonstrates a profound commitment towards enhancing healthcare by promoting empathy and embracing user needs through design thinking to help his customers apply the most effective solutions in addressing challenges with new and innovative ideas.
