Michael Peckham is the Chief Financial Officer and Director of the Financial Management Portfolio at the US Department of Health and Human Services’ (HHS) Program Support Center (PSC). Mr. Peckham rejoined the PSC after an almost 6 years at the Department leading the ReInvent Grants Management transformation initiative under the HHS ReImagine program and the HHS DATA Act initiatives. He brings over 30 years of broad experience leading HHS in meeting its administrative modernization and shared services goals. He is a champion for positive change, creating new approaches to old problems through Human Center Design, Agile methodologies, microservices architecture, and applying emerging technology to promote data driven business decisions. Prior to his assignments with at the Department, Mr. Peckham was responsible for PSC’s Payment Management System, the largest grants payment system in the federal government. As a Division Director and system owner, he oversaw a staff of 50 employees responsible for disbursements in excess of $400 billion annually, to all 50 states and territories, and over 120 countries worldwide. He managed a system modernization project to expand the use of electronic workflows, improve reporting functionality, enhance the user interface, and update the website, all while meeting stringent Key Performance Indicators for this FISMA “High” critical system. Mr. Peckham served on the HHS initiative to implement Oracle Federal Financials as a Subject Matter Expert in Accounts Payable and as the Project Accounting Implementation Lead. After completing the project Mr. Peckham held management positions owning activities in various modules of the accounting system (i.e. Accounts Payable, Purchasing, Fixed Assets, Project Accounting, Accounts Receivable) at both HHS and the Department of Energy, successfully leading initiatives that addressed management and/or audit concerns.
