Natalia Li
Director, Civilian Resources and Business Affairs Division, US Navy
Ms. Natalia Li is Director of the Civilian Resources and Business Affairs Division, overseeing the Navy Working Capital Fund ($35B) and civilian personnel budgeting for over 227,000 FTEs. She leads budget formulation, justification to OSD/OMB and Congress, and budget reform initiatives. As FMB4 Director, she maintains the integrity of the NWCF cash corpus ($4.5B) and manages $27B in civilian personnel plans, including outsourcing and privatization. Ms. Li was appointed to the Senior Executive Service in December 2024.
Previously, Ms. Li served as Program/Budget Division Staff Director in the Defense Logistics Agency (DLA) Comptroller’s Office, managing budget development, execution, daily cash management, predictive analytics, AI applications in financial data, and funds management. She began her civilian career as a Budget Intern at the North Atlantic Regional Medical Command in 2005 and later served as Program Lead for the Managers’ Internal Control Program (MICP) at National Defense University, supporting budget decision-making and developing a decision tracking system. At Walter Reed Army Medical Center, she was Civilian Personnel Branch Chief, leading BRAC force reduction and realignment for over 2,000 employees. At DLA, she held roles including MICP Manager, Enterprise Risk Management Program Manager, and Lead Financial Integrator.
Ms. Li holds an MBA from the Naval Postgraduate School and dual Bachelor’s degrees in Economics and Business Administration from the University of Nebraska Omaha. She is a Level III Certified Defense Financial Manager and Lean Six Sigma Black Belt. Her awards include the Superior Civilian Service Award, two Meritorious Civilian Service Awards, DON FM Empowerment Award, and DLA Top Ten Outstanding Personnel of the Year. She serves as Vice President - Navy on the ASMC Board of Directors.
