Norman Richardson is the Director of the Financial Management Division at the Federal Energy Regulatory Commission (FERC). As director, Norman manages and oversee operations relative to the agency’s obligation of program cost, disbursement of appropriated funds, financial reporting, financial statements, internal controls review, accrual accounting, budgetary accounting, and the agency’s accounting policy program. Additionally, Norman reviews and oversee reconciliations, trial balances, and the general ledger to ensure all financial data follows generally accepted accounting principles (GAAP), Financial Accounting Standards Board (FASB) practices, various OMB Circulars, and federal regulations. Prior to being director, Norman was the Chief of Financial Operations managing and directly overseeing the agency’s regulatory cost recovery program, collections, allowance for doubtful accounts, escrow accounts, payroll reconciliations, 1099 tax reporting, disbursements, and miscellaneous reimbursements. Norman has worked at FERC for nearly 20 years and prior to FERC served as a junior level accountant in various private law firms located in the Washington, D.C. area. Norman earned his B.S. of Accountancy from the University of Maryland Eastern-Shore in 1999. Currently, Norman resides in Indian Head, Maryland with his wife and enjoys coaching youth basketball, boxing fitness, traveling to Caribbean islands, reading biographies, and attending live-jazz concerts.
