Paul Linseisen

Branch Chief, Revenue and Cost Analysis, USCIS

Mr. Paul Linseisen serves as the Branch Chief for the Revenue and Cost Analysis (RCA) team in the USCIS Office of the Chief Financial Officer (OCFO). He has been with USCIS since November 2021. His team manages fee revenue forecasting and reporting for the approximately $6B fee annual budget at USCIS. Most importantly, the team develops biennial fee reviews to determine the need for fee adjustments in accordance with legal and accounting principles. Mr. Linseisen joined DHS in 2010 at the Immigration and Customs Enforcement (ICE) Office of the Chief Information Officer (OCIO) developing IT investment program financial and milestone analyses. He worked at the Transportation Security Administration (TSA) for several years starting in 2013 developing Life Cycle Cost Estimates (LCCE) for acquisition programs across the Agency ranging from $30M to $7B in cost. He led the TSA Training and Development data analysis team for training feedback and evaluation for over 100 training programs and supporting the approximately 60,000 TSA employees. Mr. Linseisen also spent 2 years working for Headquarters, Department of the Army in the Pentagon as an Operations Research Analyst. Mr. Linseisen is a graduate of Texas A&M University with a Bachelor of Arts in Political Science and a Bachelor of Sciences in Economics. He earned a Master of Business Administration in International Management from Thunderbird, the Global School of Management. He is a Certified Cost Estimator/Analyst (CCEA). Mr. Linseisen served as a Peace Corps Volunteer in Paraguay.
