Deputy Chief, Cyber Quality Services Management Office, Cybersecurity and Infrastructure Agency (CISA)

Rachel Kelly is the Deputy Chief for the Cyber Quality Services Management Office (QSMO) within the Cybersecurity and Infrastructure Agency (CISA). She has supported the Department of Homeland Security (DHS) for over a decade with roles in both cybersecurity and budget administration. Ms. Kelly joined DHS in 2010, and soon became the Deputy Director for the Budget Office of the National Protection & Programs Directorate (NPPD). With the formation of CISA in 2018, Ms. Kelly turned her attention to cybersecurity governance. Ms. Kelly has been instrumental in the development of the Cyber QSMO policies and services since its implementation in April 2020.

Prior to joining DHS, Ms. Kelly spent several years in the private sector working as an analyst for Hanover Research and IBM. Ms. Kelly holds master’s degrees from the London School of Economics and Political Science and the Universidad of Carlos III de Madrid.
