Rebecca Ayers

Program Manager, OPM

Rebecca serves as the Program Manager for HR Strategy in the U.S. Office of Personnel Management, HR Solutions. HR Strategy program offers agencies consulting services across a broad range of strategic human capital areas and OPM’s software-as-a-service performance management system, USA Performance®. Prior to this position she served 12 years as the Performance Management Program Manager. Rebecca has facilitated and worked with both public and nonprofit organizations to identify organizational goals, develop strategic plans, implement performance management systems, and navigate the transition to hybrid and telework. Her research and writing focus on individual and organizational performance in federal agencies. She began her Federal career as a Presidential Management Fellow at OPM where she managed workforce and succession planning projects for other Federal agencies. Rebecca holds a bachelor’s degree from the University of Virginia, a masters from the University of Bath, England, and a Ph.D. from North Carolina State University. Rebecca works for OPM from the Research Triangle Office in North Carolina.
